(WBNG) — New York State Police have announced an arrest into an animal cruelty investigation Tuesday.
State Police say troopers arrested 59-year-old Carl K. Pritchard for torturing and injuring animals, failing to provide proper sustenance and failure to provide appropriate shelter for dogs left outdoors.
Police say on Nov 14., a UPS driver noticed a dog who’s left leg appeared to be “blown off” when making a delivery. The Susquehanna SPCA responded to the scene and rescued the dog, Zoe.
Authorities say Zoe was found in a plastic pet carrier and chained to a stake in the yard. They say Zoe’s food was covered in snow and frozen over.
According to the SPCA, it is believed Zoe had gnawed off her own leg in order to survive. They say bones were found in her stomach.
State Police say Pritchard surrendered Zoe due to the fact he could not afford vet bills. He is due to appear in court on Dec. 4.
