Authorities say Moreland struck the vehicle of a 23-year State Police veteran and took off most of the driver’s side of the car when they were finishing up at a traffic stop around 7:28 p.m. Tuesday.  They say Moreland did not stop and continued eastbound on State Route 17.

Police say Moreland was eventually stopped by a Tioga County Sheriff’s Deputy near Exit 64 in Owego.

The New York State Police Department says Moreland was arraigned in the Town of Owego Court and remanded to the Tioga County Jail.

They say the trooper that was struck in his vehicle was sent to Lourdes Hospital, treated and released.
