Launch of ‘Excelsior Pass’ to help NY state economy with reopenings

NEW YORK (WBNG) -- Governor Andrew Cuomo announced the launch of a new digital pass that will offer voluntary ways to share COVID-19 vaccination information and testing results to help reopen the economy.

The Excelsior Pass is a free platform that was developed in partnership with IBM to confirm a persons' recent negative coronavirus test result or proof of vaccination.

The platform is voluntary and officials say it uses proven and secure technology.

The pass is similar to a digital or mobile airline boarding pass as people can print the Excelsior Pass or store it on their phones using the Excelsior Pass Wallet app.

Participating businesses and venues, such as major stadiums, arenas, and wedding venues will be able to scan a secure code to see your negative test results or proof of vaccination.

Venues like Madison Square Garden in NYC and the Times Union Center in Albany have announced they will be utilizing the pass's technology in the coming weeks.

Governor Cuomo said in a statement;

"New Yorkers have proven they can follow public health guidance to beat back COVID, and the innovative Excelsior Pass is another tool in our new toolbox to fight the virus while allowing more sectors of the economy to reopen safely and keeping personal information secure. The question of 'public health or the economy' has always been a false choice — the answer must be both. As more New Yorkers get vaccinated each day and as key public health metrics continue to regularly reach their lowest rates in months, the first-in-the-nation Excelsior Pass heralds the next step in our thoughtful, science-based reopening."

Officials say an individual's data is kept secure and confidential at all times, with multiple security systems in place to ensure the integrity of personal health information.

Steve LaFleche, general Manager at IBM Public and Federal Markets said, "In choosing a flexible and accessible tool that places security and privacy at its core, the state is modeling for the rest of the country how new, technology-enabled approaches can help safely reinvigorate economies while also striving to protect public health."

The Excelsior Pass can be downloaded through Google Play for Android and the Apple App Store for iPhones. Businesses can also download the scanner app for the digital pass from these platforms.
