One person killed in explosion on Old Front Street

8:00 P.M. UPDATE

TOWN OF DICKINSON (WBNG) — New York State Police say one man is dead after an explosion inside a underground fuel tank Friday afternoon.

Authorities say a company called Environmental Products and Services of Vermont was working on a tank used for underground fuel storage at the Speedway gas station in the Town of Dickinson. The company has an office in Syracuse.

One worker was inside the eight foot deep tank on the corner of Old Front and Front Streets when he was killed.

New York State Police Troop C Captain Scott Heggelke said, “and doing some cleanup, was using a drill when an explosion occurred, so that subject is deceased.”

State Police have identified that worker as 57-year-old Arthur M. Hines from Syracuse.

While authorities could not give a cause to the explosion, they described it as a flashover, confined to the inside of the tank.

Broome County Emergency Services Director Michael Ponticello explains, “it reached its explosive limits and something ignited the gases that were still present in the tank and then they burned and oxygen was provided through the neck of the tank.”

A few hours after the explosion, Hines’ body was removed from the tank and brought to Lourdes Hospital for an autopsy.

Hines was the only worker inside the tank at the time of the explosion and no one else was hurt.

  • Binghamton Fire and Confined Space Team
  • Broome County Fire and Emergency Services
  • Five Mile Point Fire Department
  • Broome County Hazardous Materials Team

New York State Police will work alongside OSHA, the Occupational Safety and Health Administration on this case. The cause of the explosion is under investigation.

Authorities say there is no danger to the public.

TOWN OF DICKINSON (WBNG) — New York State Police say a Syracuse man was killed in an explosion that occurred on 704 Old Front Street Friday afternoon.

Authorities say they do not know what caused the explosion.


TOWN OF DICKINSON (WBNG) — Multiple agencies are responding to an incident at 704 Old Front St. in Binghamton.

Authorities are unable to tell 12 News what exactly the situation is, or why they were dispatched to the scene.

The Binghamton Fire Department, Chenango Fire Department, Broome County Hazmat Team, and the New York State Police have responded to the scene.
